The traffic volume on Rawlinson Road was at 3,800 vehicles per day, and was expected to increase to 5,600 vehicles per day by 2022. There had been several accidents and congestion problems along this project area. The project consisted of upgrading Rawlinson Road to a three-lane section including a center turn lane, paved shoulders and ditches. CME provided public involvement and education, design management, and construction administration services for this project.

Public Involvement and Education
A public meeting for this intersection improvement project was held in January, 2005.  Newspaper display advertisements and signage along the project were used to keep the public informed about construction activities.

Design Management
CME began providing design management services for this project at its inception, and continued these services through the construction phase.  We began by determining the scope of work and preparing the Request for Proposals.  CME reviewed the proposals, made recommendations for consultant selection, and negotiated the design contract.  We met with the design consultant throughout the project to monitor progress and to address design, schedule and budget issues.  Design reviews were performed at regular intervals for plans, design calculations, cost estimates and project reports.  All geotechnical, surveying, mapping, right of way staking and subsurface utility engineering services for the project were coordinated by CME.  CME also coordinated all design activities with the right of way acquisition efforts, and addressed design-related issues during construction.   We also managed the NPDES permit application process including reviewing and submitting the application, responding to comments, and completing the process to obtain the permit.

Property Acquisition
Acquisition of right of way and permanent easements were required on five tracts for this project.

Construction Administration
CME provided construction engineering and inspection services for this project.  CME also prepared bid and contract award documents, coordinated utility relocation work and resolved construction issues with the design consultant as necessary during construction.
