Capital Program Management

Virtually every municipality and county in the Carolinas is dealing with the trials associated with meeting the needs of a growing population and a quickly declining public infrastructure. Whether through the sale of bonds, taxing initiatives or other financing options, these public entities are continually looking for ways to meet these demands. CME can assist with all phases of addressing these challenges, whether through developing new solutions or by helping implement a previously established capital program or capital project initiative.

Program management is the art of bringing all of the resources needed to manage and implement the many distinct functions necessary to complete these important programs.  The process may start with identifying the costs of the projects or program and identifying the funding strategy to support the program. CME has the professional staff to assist our clients with turnkey services to accomplish these tasks.  Many of these programs affect entire communities, which means there is always a balance of meeting the needs and preventing disruption of the community. CME can deal effectively with the many social, political and technical issues that are part of successfully implementing these important and far-reaching programs.

CME brings together the professionals our clients need to accomplish these programs. Specific areas of expertise may include:

  • Program planning
  • Program financing
  • Public education and support
  • Environmental planning and permitting
  • Design oversight and management
  • Property or right of way acquisition
  • Construction management and inspection

Our work often involves the entire community, including the political leaders, the public at large, and the utility companies who are stakeholders in completing a project. Our coordination with each part of the community is key to successful completion of these projects or programs.

Contact us to let the professionals at CME help you develop a plan to address your infrastructure challenges.
